John Coe

Contract Strategist & Proposal Evaluation Consultant

John is an innovative, entrepreneurial business leader and management and technology consultant with more than 23 years of experience in the federal market, including extensive business operations, program management, marketing, business development, and staff leadership experience. John also has demonstrated experience managing senior client relationships; running large, complex programs; managing and motivating diverse teams; and building new business. John served as a leader of Booz Allen Hamilton’s government-wide contracts program for over 15 years, managing contracts, developing collaborative relationships with acquisition organizations, and leveraging a portfolio of contracts to develop new business. John holds a MS in Electrical Engineering from Johns Hopkins University and a BS in Electrical Engineering from Virginia Tech.

Jeff Everage

President and Founder

Jeff’s focus is expanding Trident’s client base and helping companies identify exactly which proposal services could help them rapidly expand their business. After a 15-year military career as a Navy SEAL Officer, Jeff went on to become a consultant for Booz Allen Hamilton and PricewaterhouseCoopers where he leveraged his technical expertise in lifecycle IS, CISSP, and SOX design and compliance to provide strategic support for their information security efforts. After two decades working in the federal market, Jeff identified a need for better procurement processes and went on to build a successful proposal management company from the ground-up. Since 2008, he has worked on 60 proposals and has generated over $5B in contract value for his clients. Jeff also has extensive experience in professional training and coaching, including a successful career as a SEAL Team Training Officer and teaching several long-term RFP presentation courses. He is also certified as a technical trainer.

Chris Pierce

Proposal Evaluation Consultant

Chris Pierce is an accomplished Senior Executive, Consultant, and Advisor with 30+ years of success across the military, civil, intelligence, commercial and international markets focused on management and technology consulting.  His broad areas of expertise include cybersecurity, network security, technology, global business, business development and proposal success, process improvement, change management, and strategic planning. Chris holds a key leadership position as the Principal Consultant and Advisor for his own consulting practice where he speaks to strategic cyber needs down to technical levels in various cyber disciplines. While at Booz Allen, Chris served in multiple roles across Defense, Civil, Intelligence, and Commercial clients for +23 years.  His last two roles at Booz Allen were leading the entire international business for the Firm, and then developing the strategy for the entirety of the Intelligence business.  Chris stood up the Cyber Security Functional Community across the Firm, leading the initial kick-off, identifying leadership and evangelists, aligning and defining initial roles, and instituting initial affiliation workstreams. Chris was also known for his competitive acumen in shaping, developing and then delivering on proposals (across government and commercial), in both the written format as well as oral presentations.  Prior to his roles at Booz Allen Hamilton, Chris was a Naval Flight Officer flying C-130 “Hercules" as a Lieutenant in the U.S. Navy.  Chris holds a M.S. in Business Organization and Systems Management from the University of LaVerne as well as a B.S. in Oceanography from the United States Naval Academy. He has received his CISSP (Certified Information Systems Security Professional, MCSE (MS Cert Systems Engineering), MCT: MSFT (Certified Trainer), RHCT (Red Hat Cert Technician), and the Cisco Certified Network Analyst (CCNA) certifications.

Andy Gilbert

Proposal Evaluation Consultant

Andy is an accomplished executive with 30+ years of international experience competing in the International, Aerospace / Defense markets and leading businesses abroad. He has bid and delivered on major U.S. Government projects supporting a broad client base, including Departments of Justice, Treasury, Homeland Security, National Communications System, Joint Combatant Commands, U.S. Marine Corps, U.S. Army, and Singapore financial institutions. Andy has direct experience competing for large task orders greater than $1B, and the pursuit and capture of multi-billion-dollar IDIQ contracts. His functional expertise includes strategy, portfolio management, business turnaround, technical and cyber solution delivery, competitive pricing, and business development. Andy has a M.A. in Urban Planning from the University of California – Los Angeles, a MB.A. from Duke University’s Fuqua School of Business, and a B.A. in International Relations from the University of Southern California. He is also a certified Project Management Professional (PMP).

Mike Schoep

Proposal Evaluation Consultant

Mike is a retired Naval Surface Warfare Limited Duty Officer (LDO) with Aegis, Amphibious, Undersea, and Battle Group staff experience. After retiring the U.S. Navy, he had a successful 22-year career in the Defense Industry in program management, market strategy, and all phases of the Business Development Lifecycle specializing in capturing new ‘white space’ business. He is an accomplished senior level business development executive who has spent years focusing on growing market share and winning new work. As a Senior Capture and Proposal Manager, he has a history of successfully developing market leads, shaping procurements, writing winning proposals, and leading teams to deliver professional, engineering, and technical services. Mike has a M.S. in Computer Information Systems from the University of Phoenix and a B.S. in Business Administration from National University.

Jennifer Swindell

Capture, Business Development, and Proposal Evaluation Consultant

Jennifer helps clients successfully compete and win in the government services market. A former Fortune 500 Executive and current Public Company Board memberJennifer brings a proven track record of organizational transformation, outstanding leadership, business acumen, and military experience.  Known for her ability to develop high-performing, entrepreneurial teams, Jen created consistent double-digit annual growth organizations serving Defense, DHS, and Civil clients including the FBI and FAA. As a Senior Vice President and General Manager at Perspecta Jen integrated multiple capabilities including identity management, fraud detection, and background investigative services to provide life-cycle security solutions to the US government. As a Senior Vice President at Booz Allen Hamilton, Jen grew highly technical businesses including digital modernization, analytics, cyber, and engineering capabilities across the government sector, with particular depth in Navy, Marine Corps, and Indo0Pacific Defense clients.  Jen’s corporate experience includes helping to build a large oil refinery in Thailand, managing an innovative e-Commerce project, and integrating multiple ski resorts into the then-largest ski resort operating company in the US. Prior to her roles in the commercial sector, Jen was a Special Operations Officer in the U.S. Navy, where she led an Explosive Ordnance Disposal (EOD) Detachment and earned multiple qualifications including Surface Warfare Officer, Naval Parachutist, and Diving Officer. A National Merit Scholar, Jen earned her MBA from Duke University’s Fuqua School of Business, and her B.A. in Economics from Wesleyan University.  She serves as an Outside Director on two Boards:  Plurilock, a public Canadian cyber solutions and services provider; and Maxana, a startup financial technology services company.

Rebecca Wayland

Proposal Evaluation Consultant

Rebecca is a veteran U.S. Navy Surface Warfare Officer with 18 years of leadership and management experience. With nearly a decade of experience in managing and developing proposals, she has supported more than 300 Federal and DOD proposals. She is also Trident's lead for GWACs and MA-IDIQs, and is highly regarded as a trusted authority in her field. She has successfully led and delivered winning proposals for various contract vehicles including ASTRO, OASIS, SeaPort NxG, Alliant, SIA 3, RS3, and IAC MAC. Rebecca excels at managing complex projects, collaborating with diverse teams, and has a keen eye for technical editing that makes proposals more compliant and compelling. She is the co-author of Trident’s FastProp Process. Rebecca has a B.S. in English from the United States Naval Academy and brings experience with military operations in the FOURTH, FIFTH, SIXTH, and SEVENTH Fleet AORs.

Tom Wing

Proposal Evaluation Consultant

Tom is a retired Navy Surface Warfare Officer with more than 38 years of leadership and management experience. Following 17 years of active duty service, he joined Naval Information Warfare Center Pacific, where he spent 6 years as a Project Manager and 12 more as a Branch Head overseeing projects that supported joint operational forces with near real time intelligence. During his career, he participated in five source selection boards, including three as the chair, for contracts totaling over $1.2B. Tom served on sea duty for 10 years in three ships, as an instructor, and on Destroyer Squadron 23 staff. As a Reservist, he deployed to Third Fleet, Fourth Fleet, Fifth Fleet, and CENTCOM staffs, and served as the Deputy Future Operations Officer on Joint Task Force ODYSSEY GUARD. He  also led a 501(C)3 sail training organization for at-risk youth and commanded the group’s square-rigged tall ship. Tom has a BS in Aerospace Engineering from the US Naval Academy and an MA in National Security and Strategic Studies from the US Naval War College. Tom applies his experience writing and reviewing proposals to guide clients in putting their best foot forward on Requests for Proposals and Information.
